Citibank atm problem?

So i deposited a check into my account, in which i immediately with drawled. A few days later, i deposited money and could only withdraw a certain amount. I went back to the atm and tried to withdraw the rest and it didnt let me. The machine said something about "not being able to do this right now". Could it be a problem with the other check? help anyone? should i talk to someone inside the bank?
