I am a an "in transit" penger at the Dubai Int'l Airport?

I am a an "in transit" penger at the Dubai Int'l Airport.my filghts has no interconnection agreement . so i have to recollect my baggage's and chack it again ! i would like do i need transit visa to collect my baggage's from dubai airport !! please help
